Curious if it's possible to have a 2-col Matrix field with pre-populated set of rows (call it A, B, C for this demo).
So the field name would be:

So 9/10 times, this would be the instance - but then lets say a new entry required a D row. Sure, we can added it to the field in the Matrix for that entry, but we need to be able to compare row D between entries, and as it stands now, only the newest entry has row D. Is it possible to mold Matrix (and it's number of rows) into the field rather than making it variable - thus being editable on the publish form? OR is it possible to force add row D to each of the entries that have that field - and default to a false value? Would be very helpful in either case.

Matrix does have its Min Rows field setting, but that can't change from entry to entry. Technically you could write an extension that adds some JavaScript that manipulates your Matrix field based on another field or whatever, but that’s way out of the scope of what I can help you with here. -
