Matrix row options are too hidden

Something I've noticed with Matrix fields (usually after a client has had some time with them) is the "Add" button below the final row is easy to see, yet the delete row is hidden with the row options. This seems like a logical place to put it, however it requires the user to hover their mouse over the row tab before you see the down-arrow button appear. I've found when it comes to clients, the more descriptive and easier to see the better. Though I'm well-versed in EE and custom fields, most clients do require things to be easier to find and don't 'adventure' more than what they see with little to no interaction on their part.

I never like the idea of complaining and not bring any ideas to the table so here goes:

- would it be difficult to leave the options button always visible so you know there are options available? Right now you have to hover on the tab and then the button appears.
- and would it be worthwhile changing the down arrow to a icon that most people equate to options, like a cog or gear and on hover, the title would say "Row Options".
- if the above two are possible, then when someone does put their mouse on the options button, up and down areas would show up in the tab to show that they can be dragged up and down to order. The option to Move Row Up and Move Row Down should be options in the Row Options as well.
